The filling valve is not functioning properly. If you put the tank as the water fills the backup float cup is empty (?) Do not get it, so that the water fills the tank. Is this a DIY solution?

You can buy the new interior bathroom hardware or department store. I removed and replaced several times. Read and follow the instructions on the box. As a rule, with all the spare parts kit.
Sometimes everything is a bit narrow. If so, you need to hang the ball deep in the tank, so that can lift more water swim. If the water to rise no more than half of the original position of the ball when it reaches the overflow pipe may not be strong enough to push the ball, which usually lead to the closure. If what we observe, there is an easy DIY solution:
- Turning You control the ball and the arm of the entire water.
- Loosen the ball from the arm (the arm of a stainless steel rod should, of course).
- The use of pliers, bend the arm to 45 degrees in the middle (you'll need at one end, or use a vise to hold the arm in position).
- Screw the arm bent backwards now floating control of the water until it is safe, is facing a downward trend.
- Screw the float back into the arms of the float.
- Pull the string to see if the ball will be high enough before the water on the top tube overflow.
Both of my bathrooms have suspended arms bent, the hopefUlly it works for you too:)

WD40 perhaps a little further, it is just a quick fix until you replace the entire mechanism. if it can not be done just to make the water on the sill under the water tank.
